AGENCY: Bureau of Land Management, Interior.

ACTION: Notice of Availability.

SUMMARY: In accordance with the National Environmental Policy Act of=20
1969, as amended, and the Federal Land Policy and Management Act of=20
1976, as amended, the Bureau of Land Management (BLM) has prepared a=20
Draft California Desert Conservation Area (CDCA) Plan Amendment and a=20
Draft Environmental Impact Statement (EIS) for the proposed Chevron=20
Energy Solutions Lucerne Valley Solar Project and by this notice is=20
announcing the opening of the comment period.

DATES: To ensure that comments will be considered, the BLM must receive=20
written comments on the CDCA Plan Amendment and Draft EIS within 90=20
days following the date the Environmental Protection Agency publishes=20
this Notice of Availability in the Federal Register. The BLM will=20
announce future meetings or hearings and any other public involvement=20
activities at least 15 days in advance through public notices, media=20
releases, or mailings.

SUPPLEMENTARY INFORMATION: Chevron Energy Solutions has requested a=20
516-acre right-of-way (ROW) authorization to construct and operate a=20
45-megawatt solar photovoltaic project and connect it to an existing=20
Southern California Edison 33 kV distribution system on public lands=20
located approximately 8 miles east of Lucerne Valley, San Bernardino=20
County, California.
    The proposed project would include a solar array, switchyard, a=20
control and maintenance building, and parking area. The Draft EIS=20
analyzes the site-specific impacts to the environment from the proposed=20
project. Alternatives include:
    <BULLET> A no action alternative with a plan amendment making the=20
project area unavailable to other solar energy projects;
    <BULLET> A no action alternative with a plan amendment making the=20
project area available to other solar energy projects;
    <BULLET> The proposed action;
    <BULLET> A modified proposed action that reduces visual and=20
biological impacts; and
    <BULLET> A reduced footprint/reduced megawatts modified proposed=20
action.
    Pursuant to BLM's CDCA Plan (1980, as amended), sites associated=20
with power generation or transmission not identified in the CDCA Plan=20
will be considered through the plan amendment process.
    A Notice of Intent to Prepare an EIS and CDCA Plan amendment for=20
the Lucerne Valley Solar Project was published in the Federal Register=20
on July 23, 2009. This was followed by a 30-day public scoping period=20
which ended August 22, 2009. Scoping meetings were held on July 23,=20
2009 in Lucerne Valley, California, and on July 30 in San Bernardino,=20
California. Numerous public scoping comments were received.
    The main concerns included potential impacts to biological species,=20
visual resources, and cultural resources, and appropriate use of public=20
land. The issues and concerns identified in the scoping comments were=20
addressed in the DEIS.
    Please note that public comments will be available for public=20
review and disclosure at the above address during regular business=20
hours (8 a.m. to 4 p.m.), Monday through Friday, except holidays.
