Notice of Availability of the Rawlins Proposed Resource=20
Management Plan and Final Environmental Impact Statement, Wyoming

AGENCY: Bureau of Land Management, Interior.

ACTION: Notice of availability.

SUMMARY: In accordance with the National Environmental Policy Act of=20
1969 (NEPA) and the Federal Land Policy and Management Act of 1976=20
(FLPMA), the Bureau of Land Management (BLM) and its cooperating=20
agencies, have prepared a Proposed Resources Management Plan and Final=20
Environmental Impact Statement (PRMP/EIS) for the Rawlins Field Office=20
for public review.

DATES: The BLM Planning regulations set forth the provisions applicable=20
to protests (43 Code of Federal Regulations (CFR) 1610.5-2). A person=20
who meets the conditions as described in the regulations cited above,=20
and who wishes to file a protest, must file said protest within 30 days=20
of the date this notice is published in the Federal Register.=20
Additional information on protests is set forth in the Dear Reader=20
letter of the Rawlins PRMP/EIS and in the SUPPLMENTARY INFORMATION=20
section of this notice. To ensure compliance with the protest=20
regulations, please consult the BLM's Planning regulations at 43 CFR=20
1610.5-2.

SUPPLEMENTARY INFORMATION: The Rawlins Field Office planning area=20
includes all of the public land and Federal mineral ownership in=20
Laramie, Albany, Carbon, and eastern Sweetwater Counties, Wyoming. The=20
area includes approximately 3.5 million acres of BLM-administered=20
surface lands and 4.5 million acres of Federal mineral lands under=20
Federal, State, and private surface.
    The Draft RMP/Draft EIS was made available for public review for a=20
90-day period on December 12, 2004. The Draft RMP/Draft EIS described=20
and analyzed 4 alternatives for the management of the public lands and=20
resources, including the Federal mineral estate administered by the BLM=20
Rawlins Field Office:
    Alternative 1 (No Action): Continues to balance the use and=20
development of resources under current management guidance;
    Alternative 2: Provides development and use opportunities while=20
minimizing adverse impacts to cultural and natural resources;
    Alternative 3: Focuses on greater conservation of natural and=20
cultural resources while providing for compatible development and use;=20
and
    Alternative 4: (Agency Preferred Alternative): Provides development=20
opportunities while protecting sensitive resources.
    The key issues addressed by the alternatives are: (1) Development=20
of energy resources and minerals; (2) special management designations;=20
(3) public access and transportation planning; (4) wildland-urban=20
interface; (5) management of special status species; (6) water quality;=20
(7) vegetation management; (8) recreation activities; and (9) cultural=20
resources management.
    The Draft RMP/Draft EIS includes recommendations regarding Areas of=20
Critical Environmental Concern (ACECs). While the Draft RMP/Draft EIS=20
fully documents the ACECs considered, to ensure that BLM provided the=20
public with the required 60-day comment and review period as required=20
by 43 CFR 1610.7-2, the BLM published a notice of supplemental=20
information describing the proposed ACECs and associated values and use=20
limitations in the Federal Register June 5, 2007.
    Comments received on the Draft RMP/Draft EIS from the public and=20
internal BLM review comments were incorporated into the proposed plan.=20
Public comments resulted in the addition of clarifying text but did not=20
significantly change proposed land use decisions.
    After careful consideration of both public and internal comments=20
received on the Draft RMP/Draft EIS, adjustments and clarifications=20
have been made to Alternative 4, the Preferred Alternative. As=20
modified, Alternative 4 is now presented as the Proposed Rawlins RMP in=20
the Final EIS. The Proposed Rawlins RMP would provide comprehensive,=20
long-range decisions for the use and management of resources in the=20
planning area administered by the BLM and focus on the principles of=20
multiple use and sustained yield.
    As noted above, instructions for filing a protest with the Director=20
of the BLM regarding the PRMP/EIS may be found at 43 CFR 1610.5-2.=20
Electronic mail and facsimile protests will be considered only if the=20
protesting party provides BLM with the original letter by either=20
regular or overnight mail postmarked by the close of the protest=20
period. Under those conditions, the BLM will consider the electronic or=20
facsimile version as an advance copy and it will receive full=20
consideration. If you wish to provide the BLM with such advance=20
