Management Plan and Draft Environmental Impact Statement

AGENCY: Bureau of Land Management, Interior.

ACTION: Notice of availability.

SUMMARY: In accordance with the National Environmental Policy Act of=20
1969 and the Federal Land Policy and Management Act of 1976, the Bureau=20
of Land Management (BLM) has prepared a Draft Resource Management Plan/
Environmental Impact Statement (RMP/EIS) for the El Centro Field=20
Office. The Draft RMP/EIS addresses public lands managed by the El=20
Centro Field Office in the eastern portion of San Diego County,=20
California, and by this notice is announcing the opening of the comment=20
period.

DATES: To assure that they will be considered, BLM must receive written=20
comments on the Draft RMP/EIS within 90 days following the date the=20
Environmental Protection Agency publishes the Notice of Availability in=20
the Federal Register. Future meetings or hearings and any other public=20
involvement activities will be announced at least 15 days in advance=20
through public notices, media news releases, and/or mailings.

SUPPLEMENTARY INFORMATION: The Eastern San Diego County Planning Unit=20
is comprised of 98,902 acres of public land, spanning a portion of the=20
eastern escarpment of Southern California's Peninsular Ranges. The=20
Eastern San Diego County RMP, when completed, will provide management=20
guidance for use and protection of the resources managed by the El=20
Centro Field Office in this area. The Draft RMP/EIS has been developed=20
through a collaborative planning process and considers five=20
alternatives. The primary issues addressed include: Conflicts between=20
motorized, mechanized, and non-motorized/non-mechanized recreationists;=20
protection of sensitive natural and cultural resources from impacts due=20
to recreational use, livestock grazing, and other land uses; guidance=20
for renewable energy development; and addressing other planning issues=20
raised during the scoping process.
    The Draft RMP/EIS also includes consideration of the designation of=20
Areas of Critical Environmental Concern (ACECs). The preferred=20
alternative includes the following ACECs: In-Ko-Pah ACEC--23,020 acres=20
(currently 22,186 acres); Table Mountain ACEC--4,684 acres (currently=20
4,293 acres). Use of public lands within these ACECs would vary,=20
depending on the resources and/or values identified (see Chapter 2 of=20
the Draft RMP/EIS), but would likely include limitations on OHV use,=20
livestock grazing, and development projects.
    Individual respondents may request confidentiality. If you wish to=20
withhold your name or street address from public review or from=20
disclosure under the Freedom of Information Act, you must state this=20
prominently at the beginning of your written comment. Such requests=20
will be honored to the extent allowed by law. All submissions from=20
organizations and businesses, and from individuals identifying=20
themselves as representatives or officials of organizations or=20
businesses, will be available for public inspection in their entirety.
