Associated Final Environmental Impact Statements for Three Bureau of=20
Land Management Field Offices in Northeast California and Northwest=20
Nevada: The Eagle Lake Field Office, the Alturas Field Office and the=20
Surprise Field Office

AGENCY: Bureau of Land Management, Interior.

ACTION: Notice of availability.

SUMMARY: In accordance with the National Environmental Policy Act of=20
1969 and the Federal Land Policy and Management Act of 1976, the Bureau=20
of Land Management (BLM) has prepared three Proposed Resource=20
Management Plans/Final Environmental Impact Statements (PRMPs/FEISs)=20
for public lands managed by the Eagle Lake Field Office, Susanville,=20
California; the Alturas Field Office, Alturas, California; and the=20
Surprise Field Office, Cedarville, California. These plans are now=20
available for public review.

DATES: BLM planning regulations (43 CFR 1610.5-2) state that any person=20
who participated in the planning process, and has an interest which is=20
or may be adversely affected, may protest. The protest must be filed=20
within 30 days of the date that the Environmental Protection Agency=20
publishes its Notice of Availability in the Federal Register.=20
Instructions for filing protests are described in the front cover of=20
the Alturas, Eagle Lake, and Surprise PRMPs/FEISs and in the=20
Supplementary Information section of this notice.

SUPPLEMENTARY INFORMATION: Copies of the Alturas, Eagle Lake, and=20
Surprise PRMPs/FEISs have been sent to affected Federal, State, and=20
local government agencies and to interested parties, and are available=20
for public inspection at the BLM's Alturas Field Office, 708 West 12th=20
Street, Alturas, California; the Eagle Lake Field Office, 2950=20
Riverside Drive, Susanville, California; or the Surprise Field Office,=20
602 Cressler Street, Cedarville, California. Interested persons may=20
also review the PRMPs/FEISs on the Internet at <A =

    Comments on the Draft RMPs/EISs received from the public were=20
incorporated into the PRMPs/FEISs. Public comments resulted in the=20
addition of clarifying text, but did not significantly change proposed=20
land use decisions.
    Instructions for filing a protest with the Director of the BLM=20
regarding the PRMPs/EISs may be found at 43 CFR 1610.5-2. A protest may=20
only raise those issues which were submitted for the record during the=20
planning process. E-mail and faxed protests will not be accepted as=20
valid protests unless the protesting party also provides the original=20
letter by either regular or overnight mail postmarked by the close of=20
the protest period. Under these conditions, BLM will consider the e-
mail or faxed protest as an advance copy and it will receive full=20
consideration. If you wish to provide BLM with such advance=20
notification, please direct faxed protests to the attention of the BLM=20
protest coordinator at 202-452-5112, and e-mails to <A =
href=3D"mailto:Brenda_Hudgens-Williams@blm.gov">
Brenda_Hudgens-Williams@blm.gov</A>.

    Please direct the follow-up letter to the appropriate address=20
provided below.
    The protest must contain:
    a. The name, mailing address, telephone number, and interest of the=20
person filing the protest.
    b. A statement of the part or parts of the plan and the issue or=20
issues being protested.

    c. A copy of all documents addressing the issue(s) that the=20
protesting party submitted during the planning process or a statement=20
of the date they were discussed for the record.
    d. A concise statement explaining why the protestor believes the=20
State Director's decision is wrong.
    All protests must be in writing and mailed to one of the following=20
addresses:

Regular Mail: Director (210), Attention: Brenda Williams, P.O. Box=20
66538, Washington, DC 20035.
Overnight Mail: Director (210), Attention: Brenda Williams, 1620 L=20
Street, NW., Suite 1075, Washington, DC 20036.

    Individual respondents may request confidentiality. If you wish to=20
withhold your name and/or street address from public review or from=20
disclosure under the Freedom of Information Act, you must state this=20
prominently at the beginning of your protest. Such requests will be=20
honored to the extent allowed by law. All submissions from=20
organizations and businesses, and from individuals identifying=20
themselves as representatives or officials of organizations or=20
businesses, will be available for public inspection in their entirety.
    The Director will promptly render a decision on the protest. The=20
decision will be in writing and will be sent to the protesting party by=20
certified mail, return receipt requested. The decision of the Director=20
is the final decision of the Department of the Interior.
