Information Collection; Annual Wildfire Summary Report

AGENCY: Forest Service, USDA.

ACTION: Notice of request for comment.

SUMMARY: In accordance with the Paperwork Reduction Act of 1995, the=20
Forest Service is seeking comments from all interested individuals and=20
organizations on the extension of a currently approved information=20
collection; Annual Wildfire Summary Report.

DATES: Comments must be received in writing on or before March 26, 2007=20
to be assured of consideration. Comments received after that date will=20
be considered to the extent practicable.

SUPPLEMENTARY INFORMATION:
    Title: Annual Wildfire Summary Report.
    OMB Number: 0596-0025.
    Expiration Date of Approval: June 30, 2007.
    Type of Request: Extension of a currently approved collection.
    Abstract: The Cooperative Forestry Assistance Act of 1978 (16=20
U.S.C. 2101 (note) Sec. 10) requires the Forest Service to collect=20
information about wildfire suppression efforts by state and local fire=20
fighting agencies in order to support specific congressional funding=20
requests for the Forest Service State and Private Forestry Cooperative=20
Fire Program. The program provides supplemental funding for state and=20
local fire fighting agencies. The Forest Service works cooperatively=20
with state and local fire fighting agencies to support their fire=20
suppression efforts.
    State fire marshals use FS-3100-8 (Annual Wildfire Summary Report)=20
to collect information for the Forest Service regarding state and local=20
wildfire suppression efforts. Without this information, the Forest=20
Service would be unable to assess the effectiveness of the State and=20
Private Forestry Cooperative Fire Program. Forest Service managers=20
evaluate the information to determine if the Cooperative Fire Program=20
funds used by state and local fire agencies have improved fire=20
suppression capabilities. The Forest Service shares the information=20
with Congress as part of the annual request for funding for this=20
program.
    The information collected includes the number of fires responded to=20
by state or local fire fighting agencies within a fiscal year, as well=20
as the following information pertaining to such fires:
    <BULLET> Fire type (timber, structural, or grassland),
    <BULLET> Size (in acres) of the fires,
    <BULLET> Cause of fires (lightning, campfires, arson, etc.), and
    <BULLET> Suppression costs associated with the fires.
    The data gathered is not available from other sources.
    Estimate of Annual Burden: 30 minutes.
    Type of Respondents: State fire marshals.
    Estimated Annual Number of Respondents: 50.
    Estimated Annual Number of Responses per Respondent: 1.
    Estimated Total Annual Burden on Respondents: 25 hours.
    Comment is invited on: (1) Whether this collection of information=20
is necessary for the stated purposes and the proper performance of the=20
functions of the agency, including whether the information will have=20
practical or scientific utility; (2) the accuracy of the agency's=20
estimate of the burden of the collection of information, including the=20
validity of the methodology and assumptions used; (3) ways to enhance=20
the quality, utility, and clarity of the information to be collected;=20
and (4) ways to minimize the burden of the collection of information on=20
respondents, including the use of automated, electronic, mechanical, or=20
other technological collection techniques or other forms of information=20
technology.
    All comments received in response to this notice, including names=20
and addresses when provided, will be a matter of public record.=20
Comments will be summarized and included in the request for Office of=20
Management and Budget approval.
