-----------------------------------------------------------------------

SUMMARY: The Bureau of Land Management (BLM) is requesting public=20

Council (SMAC). Nominations will be accepted for a person who is a=20
recreational permit holder or is a representative of a commercial=20
recreation operation in the Steens Mountain Cooperative Management and=20
Protection Area (CMPA); and a person with expertise and interest in=20
wild horse management on Steens Mountain.

DATES: Send all nominations to the address listed below no later than=20
September 6, 2007.

ADDRESSES: Applicants can obtain nomination forms from Rhonda Karges,=20
Environmental Protection Specialist, Burns District Office, 28910=20
Highway 20 West, Hines, Oregon 97738, (541) 573-4433, or <A =

the closing date listed above.

SUPPLEMENTARY INFORMATION: The SMAC advises the BLM on the management=20
of the Steens Mountain CMPA as described in Public Law 106-399. Each=20
member will be a person who, as a result of training and experience,=20
has knowledge or special expertise that qualifies him or her to provide=20
advice from the categories of interest identified above.
The SMAC members are normally appointed to 3-year terms. The wild=20
horse management and the recreational permit holder positions are=20
currently vacant; therefore, newly-appointed members will complete the=20
unexpired portion of these terms. The wild horse management position=20
expires in October 2008, and the recreational permit holder position=20
expires in October 2009.
The SMAC members serve without monetary compensation, but are=20
reimbursed for travel and per diem expenses at current rates for=20
government employees. The SMAC meets only at the call of the Designated=20
Federal Official, but not less than once per year.
The following must accompany all nominations: A completed=20
background information nomination form; letters of reference from the=20
constituency to be

represented; and any other information that details the nominee's=20
qualifications.
The letter of nomination should specify the category the nominee=20
would like to represent. Nomination forms and letters of reference will=20
be reviewed by the County Court of Harney County and the BLM. The BLM=20
will then forward recommended nominations to the Secretary of the=20
Interior, who has responsibility for making the appointments.
