  • BLM Seeks Public Comments on Proposal to Re-Activate the Bishop Mill in Inyo County

    May 8, 2012- The Bureau of Land Management’s Bishop Field Office is requesting public scoping comments on a proposal to re-activate the Bishop Mill in northern Inyo County. The BLM has received a Plan of Operations on the proposal to reactivate the mill and is taking public comments. In order to be included in the environmental analysis, written comments must be received by June 4. The Bishop Mill is located on public approximately 9 miles northeast of Bishop, 2 miles west of Rudolph Ranch/White Mountain Estates, 4 miles northwest of Laws, and 4.5 miles south of Chalfant.

    A copy of the proposed Plan of Operations for the Bishop Mill Project is available public for review at the BLM Bishop Field Office, 351 Pacu Lane, Suite 100, Bishop. The BLM will prepare an environmental assessment to identify and evaluate the project-related environmental impacts that would result from re-activation of the Bishop Mill under the proposed Plan of Operations.

    The public is invited to provide written comments on issues and alternatives to be considered in this environmental review process. Written comments should be addressed to the Bureau of Land Management, Bishop Field Office, 351 Pacu Lane, Suite 100, Bishop, CA, 93514.   • BLM Issues Draft Haiwee Geothermal Environmental Study for Public Comment
    May 4, 2012 - The Bureau of Land Management (BLM) has prepared a Draft Environmental Impact Statement (DEIS) and draft California Desert Conservation Area plan amendment for the Haiwee Geothermal Leasing Area (HGLA). The study analyzes proposed geothermal exploration and development on public lands managed by the BLM north of Ridgecrest, Calif. in the Rose Valley of southwestern Inyo County. Two public meetings will be scheduled in June to gather public comments on the DEIS. Dates and locations of the meetings will be announced at least 15 days in advance.

    The HGLA consists of approximately 22,805 acres of BLM-administered public lands, including nearly 4,460 acres subject to three pending geothermal lease applications that would be authorized under the proposed action. The DEIS analyzes the potential environmental, social, and economic effects of several alternatives and issues raised during the public scoping process.

  • BLM Schedules Public Scoping Meetings on Proposed BLM/Tribe Land Exchange
    Feb 23, 2012 - Two public scoping meeting regarding a proposed land exchange between the Bureau of Land Management and the Agua Caliente Band of Cahuilla Indians will be held in Palm Springs next month.
    The first meeting is scheduled for March 22 from 6 to 8 p.m. at the Spa Hotel, 100 North Indian Canyon Dr., Palm Springs, CA 92262. A second public scoping meeting will be held on March 27 from 6 to 8 p.m. at the BLM Palm Springs-South Coast Field Office, 1201 Bird Center Drive, Palm Springs, CA 92262.
    The public is asked to identify relevant issues that will determine the scope, including alternatives, of an Environmental Impact Statement to be prepared for the proposed exchange, which would occur within the Santa Rosa and San Jacinto Mountains National Monument. In addition to comments made at the public scoping meetings, written statements identifying relevant issues will be accepted through April 27, 2012. They should be sent to Field Manager, BLM Palm Springs-South Coast Field Office, 1201 Bird Center Drive, Palm Springs, CA 92262, or via e-mail to AguaCalienteExchange@blm.gov.
    On July 27, 2010, the BLM released an environmental assessment addressing effects of the proposed land exchange for public review and comment. Based on comments submitted to the BLM and upon further internal review, BLM determined that preparation of an Environmental Impact Statement would best address the potentially significant effects of the proposed exchange. Public scoping to identify relevant issues is part of the EIS process.
    In October 1999, the Tribe and the BLM entered into an agreement to coordinate and cooperate in the management of federal lands within and outside the external boundaries of the Agua Caliente Indian Reservation that were within the then proposed national monument. The Tribe and the BLM agreed to meet annually to identify specific resource management, land tenure adjustments, and joint management goals, including implementation of a memorandum of understanding for acquisition and exchange of lands within the proposed monument.

The Draft PEIS is being prepared by the BLM to assess a range of management alternatives for future oil-shale and tar-sands activities on public lands. The Notice of Availability of the Draft PEIS was issued in the Federal Register on February 3, 2012. A 90-day public comment period began that day and will close on May 4, 2012.

    Written comments on the Draft PEIS should be submitted by May 4 using an online comment form on the Draft PEIS Website at http://ostseis.anl.gov. This is the preferred method for commenting.   • BLM Desert Advisory Council to Meet in Primm
    Jan 31, 2012 - The next field trip and meeting of the Bureau of Land Management’s (BLM) California Desert Advisory Council (DAC) will be held Feb. 10-11 in Primm, Nev., just across the California-Nevada border. The council will participate in a field tour of nearby BLM-managed public lands on Friday, Feb. 10 from 8 a.m. to 4:30 p.m., and meet in formal session on Saturday, Feb. 11 from 8 a.m. to 4:30 p.m. at the Primm Valley Resort, 31900 South Las Vegas Boulevard, Primm, NV 89019.

    All DAC meetings are open to the public. The public will be invited to comment at the beginning of the meeting Saturday morning, during the presentations at the discretion of the DAC chair, and at the end of the meeting.   • Kern County Takes the Lead in the DRECP Process

    Jan 6, 2012 - Southern California Counties have been asked by Sacramento and Washington, D. C. to become partners in the development of the Desert Renewable Energy Conservation Plan (DRECP) for Incidental Take Permits and coverage for other species and plants. This partnership is specifically with the California Energy Commission - which is the proposed permit holder. The DRECP team has been meeting since 2010 to craft a process that would lead to the development of the conservation plan. Kern County has taken the lead in recommending a broader consideration of other uses of the subject lands besides renewable energy.

    NPLNEWS has obtained a copy of a draft proposal for the counties to participate in the DRECP process. Regarding the Renewable Energy Project Developer Mitigation Fee Conservation Strategy, the draft proposal outlines the needs and urges the DRECP to engage in a useful dialogue with the stakeholders on a unique approach that could begin to assist counties in formulating a positive recommendation to their Boards of Supervisors for consideration for participation in the DRECP if energy developers are interested. There is a lot at stake here.

    Kern County has a long history of active participation in federal and state land-use planning initiatives that affect the eastern portion of the county (See the West Mojave Plan). Kern County also has one of the largest wind energy projects in California in the Mojave/Tehachapi area of the county and is known for its enormous potential for solar energy as well.

  • Forest Service Planning Rule
    The U.S. Department of Agriculture is proposing a new planning rule to guide land and resource management planning for all units of the National Forest System (NFS) under the National Forest Management Act of 1976. The proposed rule sets forth process and content requirements to guide the development, amendment, and revision of land management plans to maintain, protect, and restore NFS lands while providing for sustainable multiple uses, including ecosystem services, so that NFS lands continuously provide ecosystem functions and contribute to social and economic sustainability. Planning under the proposed rule would be collaborative and science-based with the responsible official required to take the best available scientific information into account and provide opportunities for public participation throughout the planning process. The Agency is requesting public comment on the proposed rule and on the alternatives that are described and evaluated in the accompanying draft environmental impact statement (DEIS). Readers are invited to comment on each section of the proposed rule and on how provisions in the DEIS alternatives compare with the proposed rule. The Agency will carefully consider all public comments in preparing the final rule.

    The Sequoia National Forest proposes to develop a travel management plan for the Piute Mountains, located in northeast Kern County, California. The Piute Mountains, with a mixed conifer and pine forest, are included in the eastside Sierra Nevada ecosystem. The project area for this analysis includes 77,679 acres of National Forest System land in the Piute Mountains part of the Sequoia National Forest. There are an additional 7,170 acres of private land within the Piute Mountains. The Piute fire burned

  • Draft Northern Arizona Proposed Withdrawal Environmental Impact Statement
    On July 21, 2009, the Department of the Interior published notice of the Secretary of the Interior's (Secretary) proposal to withdraw (proposed withdrawal) approximately 1 million acres of National Forest System lands and public lands in northern Arizona from location and entry under the Mining Law of 1872, (30 U.S.C. 22-54) (Mining Law), subject to valid existing rights. The purpose of the withdrawal, if determined to be appropriate, would be to protect the Grand Canyon watershed from adverse effects of locatable hardrock mineral exploration and mining.

    Feb 5, 2011 - California Desert Protection Act of 2011 - Amends the California Desert Protection Act of 1994 to, among other things: (1) establish or designate national monuments, wilderness areas, a special management area, and off-highway vehicle recreation areas; (2) release specified wilderness study areas; (3) adjust national park and preserve boundaries; and (4) specify land withdrawals, exchanges, and acquisitions.

    Amends the Wild and Scenic Rivers Act to designate specified segments of rivers and creeks as components of the National Wild and Scenic Rivers System.
