BLM Plans Public Meeting On Wild Horse and Burro Gather Plans, CA
Nov 3, 2006-This document provides notice that the BLM will hold a public meeting
regarding use of helicopters and motor vehicles for gathering wild horses and burros from
public lands.
The meeting will be held on Wednesday, December 6, at the BLM Needles Field Office, 1303
South Highway 95, Needles, CA. The meeting will begin at 6:00 pm.

Palm Springs Wind Energy Project EIS/EIR
June 5, 2006-The Bureau of Land Management (BLM) and the City of Palm Springs intend to prepare a joint
Environmental Impact Statement (EIS) and Environmental Impact Report
(EIR) for a proposed wind energy facility on public and private land in
the Coachella Valley. The EIS/EIR will describe and analyze
alternatives for a proposed wind energy generating facility on
approximately 600 acres in the Whitewater floodplain in the Coachella
Valley, Riverside County, California.

INYO NATIONAL FOREST TO HOLD PUBLIC MEETINGS AND WORKSHOPS
ON ROUTE DESIGNATION AND TRAVEL MANAGEMENT
June 2, 2006-The Inyo National Forest will be hosting three public meetings and two
workshops this month as they begin work on Step 3 of the 5-Step Route
Designation process. During this step the public will be working with the
Forest Service to discuss and propose a designated transportation system.
The Inyo NF will be hosting a number of workshops in Inyo and Mono County. The
workshops offer an opportunity to provide input on the opportunities and benefits
as well as potential risks and concerns with individual routes being considered for
addition to the Forest motorized transportation system.

BLM Ridgecrest Open House Planned Regarding Arsenic Remediation Plans
May 22, 2006-The Bureau of Land Management (BLM) is
planning an open house for the residents of Red Mountain on Tuesday, May 31,
2006, to outline initial actions BLM plans to take to address recently
discovered high levels of arsenic in the community. BLM also plans to share
preliminary information it has collected on arsenic concentrations in the areas
of Randsburg and Johannesburg in northwestern San Bernardino and northeastern
Kern counties.

Notice of Availability of Northeast California Draft Land Use Plans & Public Meetings
Apr 26, 2006-The Bureau of Land Management (BLM) has released for
public review and comment draft resource management plans/environmental
impact statements (RMP/EIS) for nearly three million acres of public land in
northeast California and extreme northwest Nevada. The plans affect lands
managed by the BLM's Alturas, Eagle Lake and Surprise field offices in Alturas,
Susanville and Cedarville. BLM Planning Team Leader Sue Noggles said the
draft plans contain a range of management alternatives, including preferred
alternatives for these lands. Public Comment Meetings Set for Late May, Early June.

Environmental Assessment for Proposed Roads in La Quinta Available for Public Review
Apr 21, 2006-The Bureau of Land Management (BLM) has an
environmental assessment (EA), for a right of way grant, analyzing road proposals by the
Travertine Corporation involving portions of Avenue 62, Madison and
Jefferson streets available for pubic review and comment. Submit comments
to the BLM, Palm Springs-South Coast Field Office, Attn: Claude Kirby,
P.O. Box 581260, North Palm Springs, Calif. 92263. All comments must
be postmarked by May 24, 2006, and will be incorporated into the EA that

Notice of Interim Final Supplementary Rules on Public Lands in
Shasta County, CA
Apr 21, 2006 - The Bureau of Land Management (BLM) Redding Field Office is
publishing interim final supplementary rules applicable to public lands
within the Swasey Drive Planning Area, as identified in the Swasey
Drive Area Implementation Plan. The interim final supplementary rules
will govern activities such as target shooting, motor vehicle use, and
camping on public lands managed by the Redding Field Office. These
interim final supplementary rules are needed to protect recreation
opportunities, public health and safety, and cultural and natural
resources in accordance with the Swasey Drive Area Implementation Plan/

Draft Environmental Impact Statement on U.S. Gypsum Proposal

Apr 13, 2006-The USDA, Forest Service, Eldorado National Forest will
prepare an environmental impact statement (EIS) to restore, reforest,
and reduce fuels on approximately 4,300 acres that burned in the Freds
Fire of 2004. The Freds Fire Reforestation project area is located in
El Dorado County, California, on the Eldorado National Forest,
Placerville and Pacific Ranger Districts.

rental of the Big Pines Clubhouse Historic Site. The fee will be $65.00
per hour not to exceed $510.00 per day, with a discounted rate of
$45.00 per hour for interpretive programs. Rentals of this type are
unusual on Federal lands but public involvement has indicated that
visitors appreciate and enjoy the availability of this kind of historic
rental facility.

Tracy Placer Mine, Rogue River--Siskiyou National Forest, Josephine County, OR
Apr 21, 2006 - The Forest Service will prepare an environmental impact
statement (EIS), to examine surface resource impacts connected with
extracting gold from placer deposits within a 4.25-acre (approx.) area,
in response to a mining claimant's proposed plan of operations.
Proposed mining would occur along the south bank of Sucker Creek, about
11 miles southeast of Cave Junction, Oregon. During previous placer
operations in the area, an existing but steeply inclined road provided
vehicle access to several nearby sites. Because the placer deposit the
claimant proposes to mine is located on the stream bank opposite from
the road, the proponent proposes to use the existing road but would
traverse Sucker Creek to reach the mine site by means of a low water
crossing (ford).

Apr 21, 2006 - Pursuant to 43 Code of Federal Regulations 8341.2, effective
on publication of this Notice; off-road vehicles (ORV) travel is
restricted to existing roads and two-tracks (approximately 850 miles)
on public lands on and in the vicinity of Spruce Mountain, south of
Wells, Nevada. The public lands affected by this restriction are
located in portions of T. 29 N., R. 64 E; T. 30 N., R. 63 thru 65 E.;
and T. 31 thru 34 N., R. 62 thru 66 E., MDM, Elko County, Nevada. This
notice also prohibits competitive events on public lands in the area.
The purpose of this action is to protect important cultural resources
and wildlife habitats.

Wallowa-Whitman National Forest Invasive Plants Treatment, OR/WA
Apr 13, 2006 - The Wallowa-Whitman National Forest proposes to treat
approximately 25,000 acres of invasive plants located across the 2.4
million acre National Forest. The Forest anticipates to treat
approximately 4,000 acres of invasive plant sites annually. The
proposed treatment methods include: manual pulling and hand tools,
mechanized hand tools, herbicides, and biological controls. The method
proposed for a given site would depend largely on the protection of
resources and the effectiveness of the method on the target invasive
plant species.

Oil and Gas Lease Acreage Limitation Exemptions
Mar 24, 2006 - The Bureau of Land Management (BLM) is issuing this final rule
to amend its regulations to conform to provisions of the Energy Policy
Act of 2005 (EPAct) that changed oil and gas lease acreage limitations
and oil and gas lease reinstatement provisions. Section 352 of the
EPAct expands the types of lease holdings that are exempt from the
lease acreage holding limitations. Section 371 of the EPAct extends the
time to file a lease reinstatement petition from 15 months to 24
months.

Alluvial Valley Floor Coal Lease Exchange in Campbell County, WY
Mar 22, 2006 - The Bureau of Land Management (BLM) received an application
from Powder River Coal Company, Inc., (PRCC) to exchange portions of
two Federal coal leases affecting an alluvial valley floor (AVF)
designated as significant to farming. The affected leases are located
at the Caballo Mine in Campbell County, Wyoming. The AVF lands will be
exchanged for new coal leases adjacent to one or more existing coal
leases.

Gas Hydrate Production Incentives
Mar 8, 2006 - The Bureau of Land Management (BLM) and the Minerals
Management Service (MMS) request comments and suggestions to assist in
the preparation of proposed regulations governing Gas Hydrate

Mar 3, 2006-The USDA Forest Service, The Forest Service is issuing a final directive to Forest
Service Manual 1330, Environmental Management Systems (EMS), to provide
overall guidance to Forest Service line officers and employees on how
to include EMS in carrying out national forest land management planning
regulations at 36 CFR part 219, subpart A, published in the Federal
Register on January 5, 2005 (70 FR 1023), as it relates to Forest Service units and
facilities.

Forest Service, Nez Perce National Forest; Idaho County, ID; Meadow Face Stewardship Pilot Project
Mar 3, 2006-The USDA Forest Service, will prepare a supplemental environmental
impact statement (``SEIS'') for the Meadow Face Stewardship Pilot
Project on the Nez Perce National Forest, Clearwater Ranger District,
in Idaho County, Idaho, for the purpose of completing the cumulative
effects analysis referred to in United States District Court Judge
Edward J. Lodge's March 31, 2005 unpublished order in Friends of the
Clearwater v. Lohn, Case No. CV04-384-C-EJL (D. Idaho).

Forest Service, Notice of New Fee Sites; Federal Lands Recreation Enhancement.
Mar 3, 2006-The USDA Forest Service, Boise National Forest
will begin charging fees for the
overnight rental of Cottonwood Guard Station, including the Bunkhouse
($35/night), Research House ($40/night), and Ranger House ($40/night).
The Dixie National Forest will begin charging fees for the overnight
rental of Cowpuncher Guard Station ($45/night), Jones
Corral Guard Station ($30/night), and Podunk Guard Station ($30/night).

Forest Service, Secure Rural Schools Land Sales Initiative.
Feb. 28, 2006-The USDA Forest Service is seeking comments from all interested
individuals and organizations on the list of National Forest System
land parcels in the FY 2007 President's Budget proposal to be sold for
the purpose of funding payments to Secure Rural Schools (SRS), should
this program be extended by amendment to the Secure Rural Schools and
Community Self-Determination Act of 2000. The sale of these parcels is
contingent upon amendment of the SRS as proposed by the President.

Forest Service, Recovery of Costs for Processing Special Use Applications.
Feb. 21, 2006-The USDA is adopting final regulations for recovering
costs associated with processing applications for special use
authorizations to use and occupy National Forest System lands and
monitoring compliance with these special use authorizations.

Bridger-Teton National Forest--Big Piney Ranger District, Wyoming; Eagle Prospect
January 11, 2006 -The Forest Service has received notification from Plains
Exploration & Production Company (PXP) that the company proposes to
drill three exploratory oil and gas wells on National Forest System
(NFS) lands in the Noble Basin area, about seven miles southeast of
Bondurant in Sublette County, Wyoming.

Notice of Availability of Agua Fria National Monument & Bradshaw-Harquahala Draft Resource Management Plan and Draft EIS
January 6, 2006 -The BLM hereby gives notice that
the Agua Fria National Monument and Bradshaw-Harquahala Draft Resource
Management Plan and Draft Environmental Impact Statement (DRMP/DEIS) is
available for public review and comment. The National Monument
encompasses 71,000 acres, and the Bradshaw-Harquahala planning area
includes another 895,900 acres of the BLM-administered lands.

Sale and Disposal of National Forest System Timber; Free Use to Individuals; Delegation of Authority
January 4, 2006 -The Forest Service's interim final rule raises the value limit of timber that
can be granted by line officers to individuals for use free of charge.
Current regulations limit the value of free use timber that a
designated forest officer can grant to an individual in a fiscal year
to $20. Forest Supervisors are limited to $100 per year per individual
and Regional Foresters are limited to $5,000 per year per individual.
Free use exceeding $5,000 must be reviewed by the Chief of the Forest
Service.

Sale and Disposal of National Forest System Timber; Timber Sale Contracts; Purchaser Elects Government Road Construction
January 4, 2006 -The Forest Service's direct final rule raises the total specified road
construction cost threshold for a small business concern road election
from $20,000 to $50,000. Congress raised the limit to $50,000 via the
Supplemental Appropriations Act for Fiscal Year 1999 (Pub. L. 105-277;
Sec. 329(c)). The Supplemental Appropriations Act also eliminated the
restriction, which precluded small business concerns in the State of
Alaska from exercising the road election option. The Forest Service
implemented this change upon passage of the law, and corrected agency
handbook direction, but the CFR references to these minimum values were
not changed.
