Los Angeles Water & Power Pine Tree Wind Energy Project
Dec 1, 2004 -Los Angeles Water & Power (LADWP) and the Bureau of Land Management (BLM) are asking for public comments on a draft Environmental Impact Report (EIR) and Environmental Assessment (EA). The proposed project is 12 miles north of Mojave, six miles west of Highway 14, and 15 miles east of Tehachapi on private land. Access to turbine sites will use existing and new roads.

    Nov 12, 2004 -The Bureau of Land Management (BLM) has released a proposed resource management plan and final environmental impact statement for the King Range National Conservation Area on California's north coast. The proposed plan/final EIS is based on a draft management plan/EIS released for public comment last January. The BLM analyzed public comments and suggestions in development of the proposed plan.

    May 14, 2004 - NEMO proposed Routes of Travel Plan, which encompasses approximately 1.3 million acres of public lands in Inyo, San Bernardino and Mono counties, is available to the public at http://www.ca.blm.gov/barstow initiating the 30-day protest period.

    The NEMO planning area encompasses 3.3 million acres of land of which 2.7 million acres are public lands. This spectacularly diverse area is located in the Mojave Desert within the CDCA. The planning effort began in September 1995 and has been developed in response to USFWS recovery plans for the federally and state listed desert tortoise and Amargosa vole, and taking into account changes made to the CDCA Plan in light of the legislative provisions of the 1994 CDPA.

    May 4, 2004 - The Forest Service has released four draft Forest Plans and associated draft Environmental Impact Statement (DEIS).     NE Colorado Plan
    The NECO Planning Area comprises 5.5 million acres of private, Federal and state land. The majority of the Planning Area land is public land, with a total of 3.8 million acres.

    BLM approved NECO which amends the CDCA Plan for a 5.5 million acre area in the southeastern part of the CDCA and provides for conservation of desert ecosystems for federal lands in the planning area on a landscape basis--for BLM lands, Joshua Tree National Park, and the Chocolate Mountains Aerial Gunnery Range, managed by the U.S. Marine Corps Yuma Air Station.

    GAO Releases Desert Tortoise Report
    (December 2002)
    Since the 1980s, biologists have been concerned about declines in the Mojave Desert Tortoise, which ranges through millions of acres in the western United States. The tortoise was listed as threatened in 1990 and despite $100 million spent to date to address the issue, the population is on the decline.

    Solar Energy Development on America’s Public Lands
    Oct 21, 2004 -BLM announced a new land-management policy designed to encourage the development of solar energy resources on America’s public lands. The new Solar Energy Development Policy establishes a framework for land managers to use in processing right-of-way applications for solar energy development projects on public lands administered by the Interior Department’s Bureau of Land Management.

    A 2003 BLM and the U.S. Department of Energy report assessed the potential for renewable energy resources on public lands managed by the BLM in 11 Western states. The 2003 report identified the top 25 BLM areas with high solar energy development potential. BLM will use this information in current and future land-use planning to prepare for development of solar energy on public lands.

    BLM is proposing new rules to process "road claims" on public lands. The subject law, a one-sentence, 21-word statutory provision, known as Revised Statute 2477, was passed on July 26, 1866. Twenty six years after its repeal by FLPMA, the process of asserting claims under the statute is far from consistent and has been the subject of litigation between the Federal government, the states and the counties.

    Forest Service Special Uses
    The Forest Service proposes to amend the regulations at part 251 that govern special uses of National Forest System lands to address management issues related to the special uses program and to clarify categories of activities for which a special use authorization is required.

    Permits for Recreation on Public Lands
    This final rule updates the regulations of the BLM that tell how to obtain recreation permits for commercial recreational operations, competitive events and activities, organized group activities and events, and individual recreational use of special areas. It establishes a new system for determining costs for reimbursement to BLM, helping to ensure a fair return to the public for special uses of the public lands.

    Categories of Actions Excluded From NEPA

    Data Quality Guidelines
    BLM has drafted guidelines to comply with the provisions of Section 515 of the Treasury and Consolidated Agencies Appropriations Act of 2001. Section 515 requires agencies to publish "Guidelines for Ensuring and Maximizing the Quality, Objectivity, Utility, and Integrity of Information" that they disseminate (44 U.S.C. 3502).

    Mineral Materials
    BLM is amending its mineral materials regulations by adding or amending provisions on inspection of operations, production verification, contract renewal, procedures for cancellation, bonding, and appeals.     Conservation and Restoration of Vegetation
    BLM will prepare a national, programmatic EIS and conduct public scoping meetings on (1) management opportunities and treatment methods for noxious weeds and other invasive species, and (2) the conservation and restoration of native vegetation, watersheds, and wildlife habitat. The EIS will cover the public lands administered by BLM in eleven western States, including Alaska.

    Regarding Wetlands and Navigatable Waters
    The United States Army Corps of Engineers (COE) is proposing changes to its nationwide permits (NWP) and general conditions. Nationwide permits authorize discharges of dredge and fill material to waters of the U.S. for activities with minimal environmental impacts.

    BLM Publishes Final Version of National Management Strategy on Motorized Off-Highway Vehicle (OHV) Use.

    Roadless Area Conservation
    On October 13, 1999, President Clinton instructed the Forest Service to develop and propose for public comment regulations that provide appropriate long-term protection for inventoried roadless areas. President Clinton stated, “In the final regulations, the nature and degree of protection afforded should reflect the best available science and a careful consideration of the full range of ecological, economic, and social values inherent in these lands.”

    Approximately 386,000 miles of roads are currently administered on NFS lands. The Roadless Rule could prevent the construction of up to 232 miles of new road construction or reconstruction each year in inventoried roadless areas.

    Inventoried roadless areas provide benefits to over 220 wildlife species listed as either threatened, endangered, or proposed by the Endangered Species Act – approximately 25% of all animal species and 13% of all plant species.
