High-Desert Corridor between Antelope and Victor Valleys Public Meetings
Jan 18, 2012 - Los Angeles County Metropolitan Transportation Authority and Caltrans are holding
a series of public meetings regarding the High Desert Corridor is a 63-mile freeway that would run from Highway 14 in
Palmdale to Highway 18 in Apple Valley. The project addresses significant regional growth;
increase east-west roadway capacity and connectivity and inceaase safety.
The agencies are hosting four community meetings to discuss updates on project aspects.
Public meetings are being held in Palmdale, Adelanto and Victorville.

Kern County Takes the Lead in the DRECP Process
Jan 6, 2012 - Southern California Counties have been asked by Sacramento and Washington, D. C. to become partners in the
development of the Desert Renewable Energy Conservation Plan (DRECP) for Incidental Take Permits and coverage for
other species and plants. This partnership is specifically with the California Energy Commission - which is the proposed permit holder.
The DRECP team has been meeting since 2010 to craft a process that would lead to the development of the conservation plan.
Kern County has taken the lead in recommending a broader consideration of other uses of the subject lands besides renewable energy.
NPLNEWS has obtained a copy of a draft proposal for the counties to participate in the DRECP process.
Regarding the Renewable Energy Project Developer Mitigation Fee Conservation Strategy, the draft proposal outlines the needs and urges the DRECP to engage in a useful dialogue with the stakeholders on a unique
approach that could begin to assist counties in formulating a positive recommendation to their Boards of Supervisors for consideration
for participation in the DRECP if energy developers are interested. There is a lot at stake here.
Kern County has a long history of active participation in federal and state land-use planning initiatives that affect the eastern portion
of the county (See the West Mojave Plan). Kern County also has one of the largest wind energy projects in California in the Mojave/Tehachapi
area of the county and is known for its enormous potential for solar energy as well.

Public Meetings Set for Proposed Ocotillo Express Wind Project in Imperial County
The Bureau of Land Management (BLM) announced today public meetings as part of the environmental review process for a wind energy
project in Imperial County, Calif. The meetings will be held Wednesday, Aug. 24, and Thursday, Aug. 25,
in El Centro and Ocotillo. The Wednesday meeting will be in the City of El Centro Chamber Room, 1275 Main St.,

Public Comment Period Extended for Furnace Creek Road Route Designation
The Bureau of Land Management (BLM) is extending the public comment period until Aug. 31, 2011 on determining the appropriate
vehicle route designation for Furnace Creek Road in Mono County. The BLM will use those comments in conducting an environmental
analysis for the appropriate designation of the off-highway vehicle route that leads to the recently designated White Mountains Wilderness.

BLM Seeks Public Comment on Briggs Mine Expansion
Jun 30, 2011-The BLM is seeking public comment on a proposed 94-acre expansion of the CR Briggs Corporation’s gold mine operations area located eight miles south of Ballarat, CA on the western front of the Panamint Mountains.
Briggs has proposed expanding the existing 2,363-acre operations area, including the Goldtooth pit and associated additions to stockpiles of waste rock, ore and topsoil in the southern portion. The expansion would extend the mine life by three to five years.
An Environmental Assessment has been prepared analyzing impacts that could result from the proposed expansion. The EA can be viewed at: http://www.blm.gov/ca/st/en/fo/ridgecrest.html

GAO Report: Department of the Interior faces major

Mar 1, 2011 - GAO has made a number of recommendations intended to improve Interior's
programs by enhancing the information it uses to manage its programs and
strengthening internal controls. Interior has agreed with most of the
recommendations and taken some steps to implement them. However, Interior
has been slow to implement other recommendations, such as developing a
cohesive wildland fire strategy and improving oversight of oil and gas activities.

Springs Field Office (RSFO), Rock Springs, Wyoming, intends to prepare
a Resource Management Plan (RMP) with an associated Environmental

of the scoping process to solicit public comments and identify issues.
The BLM is also soliciting resource information for coal and other
resources for the planning area. The Rock Springs RMP will replace the
existing Green River RMP (1997).

Lincoln National Forest, New Mexico, North Fork Eagle Creek Wells
Special Use Authorization
The Lincoln National Forest will prepare an Environmental
Impact Statement (EIS) to document and publicly disclose environmental
effects of issuing a new special use permit to the Village of Ruidoso
(the applicant) for continued operation of their municipal water supply
wells on the North Fork of Eagle Creek, located on National Forest
System land. The new permit would include additional terms and
conditions for adaptive management (monitoring, evaluation, and
modification) to ensure management objectives are met. Management
objectives include:
(1) Providing water management flexibility and water conservation
incentives to the Village of Ruidoso, in a way that does not foreclose
opportunities to transfer a portion of their water rights for these
wells to locations off of National Forest System land; and
(2) Minimizing impacts of groundwater drawdown from this well field
to maintain surface flows and protect water-dependent ecosystems.
North Fork of Eagle Creek is located in the Sacramento Mountains of
south-central New Mexico in Lincoln County north of the Village of
Ruidoso and approximately 2.5 miles west of Alto, New Mexico.

Forest Service Planning Rule
The U.S. Department of Agriculture is proposing a new planning
rule to guide land and resource management planning for all units of
the National Forest System (NFS) under the National Forest Management
Act of 1976. The proposed rule sets forth process and content
requirements to guide the development, amendment, and revision of land
management plans to maintain, protect, and restore NFS lands while
providing for sustainable multiple uses, including ecosystem services,
so that NFS lands continuously provide ecosystem functions and
contribute to social and economic sustainability. Planning under the
proposed rule would be collaborative and science-based with the
responsible official required to take the best available scientific
information into account and provide opportunities for public
participation throughout the planning process.
The Agency is requesting public comment on the proposed rule and on
the alternatives that are described and evaluated in the accompanying
draft environmental impact statement (DEIS). Readers are invited to
comment on each section of the proposed rule and on how provisions in
the DEIS alternatives compare with the proposed rule. The Agency will
carefully consider all public comments in preparing the final rule.

Pony Express Resource Management Plan
The Bureau of Land Management (BLM) announces the availability
of the Record of Decision (ROD) for the Approved Pony Express Resource
Management Plan (RMP) Amendment and the Mona to Oquirrh Transmission
Corridor Project located in Juab, Salt Lake, Tooele, and Utah counties
in Utah. The Utah State Director signed the ROD on February 4, 2011,

Forest Service

Project located on Prince of Wales Island, part of the Thorne Bay
Ranger District of the Tongass National Forest. This proposal is the
multi-year timber sale component of a larger stewardship effort that
will include opportunities such as restoration and enhancement
activities that will be identified through other environmental
analyses. The overall effort will be implemented through the use of
various contracting authorities available to the Forest Service,
including timber sale, service, and stewardship contracts, by combining
some of the timber harvest activities of this project with restoration
and enhancement activities to be analyzed separately. This EIS will
consider the cumulative effects of the timber harvest activities and
reasonably foreseeable stewardship activities in the area.

management plan for the Piute Mountains, located in northeast Kern
County, California. The Piute Mountains, with a mixed conifer and pine
forest, are included in the eastside Sierra Nevada ecosystem. The

System land in the Piute Mountains part of the Sequoia National Forest.

Draft Northern Arizona Proposed
Withdrawal Environmental Impact Statement
On July 21, 2009, the Department of the
Interior published notice of the Secretary of the Interior's
(Secretary) proposal to withdraw (proposed withdrawal) approximately 1
million acres of National Forest System lands and public lands in
northern Arizona from location and entry under the Mining Law of 1872,
(30 U.S.C. 22-54) (Mining Law), subject to valid existing rights. The
purpose of the withdrawal, if determined to be appropriate, would be to
protect the Grand Canyon watershed from adverse effects of locatable
hardrock mineral exploration and mining.

Senator Feinstein Introduces S. 138 The California Desert Protection Act of 2011
Feb 5, 2011 - California Desert Protection Act of 2011 - Amends the California Desert
Protection Act of 1994 to, among other things: (1) establish or designate national
monuments, wilderness areas, a special management area, and off-highway vehicle recreation
areas; (2) release specified wilderness study areas; (3) adjust national park and preserve
boundaries; and (4) specify land withdrawals, exchanges, and acquisitions.
Amends the Wild and Scenic Rivers Act to designate specified segments of rivers and creeks as
components of the National Wild and Scenic Rivers System.

8104 of the Food, Conservation, and Energy Act of 2008 (FCEA) by adding

activities for traditional and cultural purposes and by adding
definitions for ``Indian tribe'' and ``traditional and cultural
purpose.''
